10 Dumbest Villain Plans In Movies

8. Weaponised Velociraptors - Jurassic World

Now to be completely fair, the Jurassic Park franchise as a whole simply wouldn't exist without a bevy of thunderously dumb decisions, but even in a series where one of the antagonists wants to control the world's food supply with genetically engineered locusts, there's somehow still something stupider.

In the first Jurassic World, InGen security head Vic Hoskins (Vincent D'Onofrio) harbours the earnest belief that velociraptors can be weaponised for use in warfare - a scheme so cartoonishly zany it has more in common with Scooby Doo than Jurassic Park.

Though raptors are undeniably vicious killers, harnessing that aggression for militaristic purposes is something else entirely. And how could they possibly be more efficient or cost-effective than either making machines or just throwing a ton of human bodies at the problem?

Unsurprisingly Hoskins' plan is proven to be hilariously wrong-headed when he's mauled to death by one of the raptors, Delta.

While humans have a storied history of weaponising animals to their own ends, genetically engineered dinosaurs is the tipping point at which ambition is overpowered by idiocy.
